Plot/CR Hooks: For one, Ulari is a generally chill person who goes with the flow with some quips and/or sarcasm and has no problem socializing and getting to know people casually. He's not human and may or may not decide to disguise himself and that could be something to commiserate with other non-humans. He's also a 35 y/o former-wannabe-hero who spent his teen years and early 20s trying to save people from whatever visions he saw, only to have it often blow up in his face. Then almost died from it so he's all Fuck That Hero Shit now. His cynicism about heroes and Doing The "Right" Thing could be fun to build CR on.
His all-sight allows him to see the past, present, or future of a person through visions. He can see these visions only through touch though, whether through touching someone with his bare hands or through touching a sentimental object of theirs. So he could be useful in this regard. He also not has the ability of Object Teleportation, so as long as he's seen an object he can teleport it to his location or teleport it away from himself. This could be a lot of fun to play with because he's playful and also careless at times and this can happen while he's still learning how to control this new ability.
His morals and philosophy on life is one of self-indulgence and grey borders of what is and isn't acceptable, so he's also someone who doesn't seem many criminal acts as "that bad," especially as long as no one is physically or emotionally harmed. At the same time he grew up with money and proceeded to always be of the middle class or higher throughout his life, so he's got a bit of classism to him that's not really caring to acknowledge.
Character Motivations: Ulari wants to live a comfortable life without caring about others while ignoring his inner conscience that insists he should be doing and "helping" more than he is. He doesn't want to care about the lives of others outside of how they can financially benefit himself. His main goals will be to start setting up some kind of service to start bringing in that money and also to scratch that curiosity itch to find out what is going on with this metahuman business.
Potential Roles: Ulari has a business degree and works as a "financial advisor" with unique skills as he advises people based on precognition. Using what he sees, he gives options and advice to people on what kind of business and financial choices they should be making.
Under the right circumstances, his visions could be used to jumpstart a plot, cause someone to do something stupid to avoid a potential future, etc. He's also really good at encouraging unhealthy behavior in people because fuck managing your issues in positive and productive ways. Join in his hedonistic lifestyle just for the hell of it. Despite that he's very supportive of people living their lives as they see fit so it may be unhealthy but here have that validation you need.
