Plot/CR Hooks: loki is going to want to root out the big powerhouses, not because he wants to be a puppetmaster yet but it's a lot easier for him to survive when he can move through a crowd with the least resistance. he will be making nice with as many people as possible, seeking out magic-users, chonky warriors, etc, and building a mental catalogue for his personal reference.
