And, frankly, so long as she isn't filling the streets with bodies, enthralling a whole bunch of people, or taking anything/anyone he considers his he'd probably just ignore whatever she's up to. Beyond that, she and anyone else can pretty much go nuts. It's not his planet and he's not sure if he should trust the government not to be plotting against all of them anyway. And killing a bunch of people or leveling half the city is a fantastic way to attract unwanted attention for everybody--hero, villain, or anywhere in between--and the same goes for suddenly making a whole bunch of people into vampire servants / mind-controlled followers.
Though once it gets to the point he actually has one, he'd also take exception to anybody feeding on any of his cult members without his permission. Since, not only would he consider them his, but they'd all also be under his protection. So anyone harming them would basically more or less be insulting him, in the kind of way that doesn't go over well.
