metaheroes! We're absolutely delighted to have you here. This is both our OOC introduction and plotting for your initial arrival! Please use the information below to guide your plotting as you settle in.

The GUILDS have begun employing safety measures to prevent new arrivals from destroying the cities they land in. As seen on the last TEST DRIVE MEME, the cities have set up ways to intercept the new arrivals and bring them to headquarters as quickly as possible.
ARRIVAL - EXCELSIOR
Once again, the sky has cracked open, and new arrivals are falling into this world.
This Confluence is far more typical, compared to last month's series of cataclysms, but new arrivals have the misfortune to find themselves dropped into Excelsior. The futuristic city has been rocked by several meta-related catastrophes in recent months, and the people here have had enough. There's anti-meta protestors out in the streets on a fairly regular basis, and local politicians are even starting to discuss creating power nullification zones - using some recently-rediscovered technology - to limit metahuman influence within city limits. This has, of course, prompted counter-protests from local metas themselves. To many of them, forced power nullification could range anywhere from unpleasant to potentially lethal.
All in all, newbies are finding themselves in a very unfriendly climate. Alliance and Society members have been dispatched to try and find them before anything goes horribly wrong - hopefully they can meet up with some friendly faces fast.

LODGINGS —
Once the Guardian Alliance has gathered everyone up and transported them from Excelsior to the somewhat more friendly Central City, characters will be provided with lodgings in the DIADEM HOTEL. Here, guests are offered the finest home away from home experience you could ever hope for. Their culinary staff are capable of cooking up everything from hotdogs to gourmet cuisine. The pool, lounge, and fitness rooms are all open 24/7. Given the continued influx of new guests, arrivals may find their rooms have been double-booked. Hopefully it's a room with two queen-sized beds instead of a king!
Characters are also free to roam CENTRAL CITY and get their bearings, though at the moment, with the guilds distracted and the city doing major repairs following the damage by the Confluence, there is plenty of crime to stop or cause. Characters will be given cell phones with three months of pre-paid unlimited data and assistance with setting up social media accounts on the guild networks, as well as credit cards to help them start a life here.

SLINGS AND ARROWS - EXCELSIOR
Whether you're a new arrival or a meta who's been here a while, there's a lot going down in the city of Excelsior lately.
You can join the pro-meta protestors rallying against power nullification technology being brought back into use. Or perhaps you agree that metahumans are dangerous, and would rather join the opposition? As long as you aren't visibly non-human and no one saw you arrive via dimensional rift recently, you can probably get away with it - Excelsior's a big city, after all, and there's every chance that some of these protestors drove in from out of town.
It should be noted that these aren't being organized by either of the Guilds, per se. While Atomight, the leader of the Guardian Alliance, has spoken out against this kind of anti-meta legislation, his presence in his official Guild capacity means that he's largely here as a silent observer. He's standing sternly on the side of the pro-meta groups, which certainly helps to deter any counter-protestors who might otherwise get ideas, but it doesn't seem like he's got much freedom to truly join the protest right now. His reticence may be politically sound, but it might not be enough - rumors are circulating that he's only a figurehead for the Alliance these days, and leadership may soon officially pass to Fantastic, who is much more amenable to the kinds of metahuman restrictions these very protests are against.
As far as the Society goes, there's no sign of Mechanima. But then again, that depowering tech sure isn't getting fired up at all. Occasionally, one may see a pixelated smile appearing on the enormous electronic billboards around town.
Unlike both official leaders, Frances Starling, the unofficial leader of unaffiliated metas, has made her position extremely clear. She's on the ground in Excelsior leading the main wing of protests herself. Anyone who joins with one of her groups will find that she seems experienced in the matter - it's all about safety and no one getting picked up by the authorities. Follow her rules, keep a low profile, and you should be alright.
For anyone looking to have a lighter time in Excelsior, this futuristic city still has plenty of interesting places to explore and fun things to do! For example, the current civil unrest means that a lot of those flying cars and jetpacks endemic to the city have been left relatively unguarded. They're practically begging to be taken for a joyride, don't you think? The local VR arcades are also practically empty!
Of course, other things are currently unguarded too - such as offices. This is also a good opportunity for any heroes - or unregistered vigilantes - who want to do a little reconnaissance on their newfound enemies.

Character Name & Journal: Jayce Talis,
Guild Affiliation: Jayce is thinking this over for a bit. On one side, he wants to help people. On the other hand, his terrible experiences with politics and the fact that not even the Alliance will offer certifications/papers to those who arrive unless they join the guilds, make him mistrustful of them.
He would like to open a business in the future, so he might end up affiliated with the Alliance out of convenience. Sometimes you just have to play the game.
Character Motivations & IC/OOC Goals: Jayce comes from a really stressful situation back in his world, with the two sides of his city, the upperside (Pilotver) and the underside (Zaun), being on the brink of war, as well as his partner's life being cut short due to his bad health.
He would like to find a way to go back to his world and fix the mess left behind. Jayce will be interested in investigating the confluence, the magic of this world, as well as seeing if he can build a smaller version of the Hexgates (he's got some raw hextech crystals and refined gems) to open a portal to Runeterra.
Spoilers: like everything in Jayce's life, is going to fail spectacularly.
He needs a break and being in game will force him to take it. He is also a man who can't stay still and do nothing. I'd like to have him working to open his own business, a workshop of sorts where he creates support items/suits/inventions for everyone: metas regarding their affiliation or non-affiliation, as well as non-metas. As a general rule, he will refuse to make weapons. Any project involving Hextech would be first run by the mods for approval, of course.
He also has no idea how the modern world works, since he comes from steampunk fantasyland, and it's going to take him a bit to learn the ropes, so if anybody coudl help with that, or even giv ehim fashion advice, that would be really welcome.
Plot/CR Hooks: Jayce is a scientist, a doer, and can build pretty much anything. Hell, he's basically the Tony Stark of his world, there's even an in-game skin that gives him an Ironsuit.
As mentioned before, if he manages to open his own business he will be offering his services to all kinds of people, not only those affiliated with his same guild, as long as he doesn't consider them too dangerous or disagrees with them. Which is not to say that people couldn't try to steal shit from him, since that also happens in canon, and leads to wonderful drama and conflict.
He gains three powers thanks to the confluence, the first two only affect himself - Dimensional store and animal shapeshifting- but the third one is energy healing. He doesn't know yet about that power, but if your character is injured, dying, or their health needs a boost, Jayce could lend a hand eventually, maybe??? So far he's only discovered that he can shapeshift and is having a normal one in the TDM about it.
As much as Jayce dislikes violence, he hates people hurting others and causing chaos even more, and is kind of a bleeding heart. If he sees some sort of injustice happening, he will feel the need to amend it, in lieu of having noticed it in the first place.
TL;DR I look forward this idiot genius getting himself in trouble as always.

There's plenty of people with mechanics limbs in Jayce's world, but he's never seen anything like Otto's robot tentacles, so he will be curious.

I have Jayce in the TDM here, but I was thinking about making a log for him, or checking the County Fair log. Any of those could work for you? Or If you have otto anywhere I could always tag him too, I'm flexible.
